Our committed group of contractors range from social services agencies to information technology professionals. Funding for these contracts comes from local fee funds, as well as private, State and federal grants that are approved by the Mayor and the City Council on an annual basis. 

Rent Escrow Account Program (REAP) and Utility Maintenance Program (UMP) Landlord Outreach Services

LAHD seeks to solicit qualified organizations/contractors for the REAP and UMP Landlord Outreach Services Program to provide services including, but not limited to, developing and carrying out a successful outreach program that will inform and educate property owners whose properties are in either the Rent Escrow Account Program (REAP) or the Utility Maintenance Program (UMP). The selected contractor will assist property owners in expediting the removal of existing Housing Code violations, ensuring timely closure of the REAP/UMP cases, and preventing them from returning to REAP/UMP.

This RFP seeks to solicit qualified non-profit organizations for the provision of the following HOPWA program components and services to be provided countywide to People Living With HIV/AIDS (PLWHA) and their families:

A web-based Software as a Service (SaaS) for HOPWA’s Housing Management Information System (HMIS), an activity under the HOPWA Housing Information and Referral service category within the HUD framework.

Central Coordinating Agency (CCA) for Short-term Rent, Mortgage, Utility (STRMU) Assistance and Permanent Housing Placement (PHP).
